How AMIF money reaches an organisation in Germany

What that check changed: First check, 20 September 2026. The entry was built from primary German and EU sources — the Förderrichtlinie AMIF 2021–2027 (Stand 11/2025), the Förderhandbuch 2025 version 6.0 of 9 September 2026, the approved programme document version 6.0 (CCI 2021DE65AMPR001), the Förderaufruf 2025 and the EU and German legal acts those documents themselves cite — and then put through three adversarial verification passes on institutions, numbers and scope. The third pass returned unsafe-to-publish, so this is a corrected text, not a clean first draft, and it is worth saying what changed. The most serious correction concerns the ancillary conditions, which is exactly the point a German reader uses to judge whether an author knows the country. The draft told readers flatly that AMIF has no Besondere Nebenbestimmungen. That is half right and dangerously phrased. There is no published programme-wide BNBest document for AMIF as the federal ESF Plus has in BNBest-P-ESF-Bund — but the Förderhandbuch states in terms that "die allgemeinen Nebenbestimmungen der ANBest-P/GK sowie die besonderen Nebenbestimmungen aus dem Zuwendungsbescheid" bind a cooperation partner, so individual Bescheide do carry besondere Nebenbestimmungen, and § 33 of the Förderrichtlinie is the live route for more. We verified that sentence in the handbook ourselves before rewriting the step. A reader told there were no special conditions would not have read the Auflagen in their own Bescheid, and breaching one opens revocation under § 49(3) sentence 1 no. 2 VwVfG and recovery with interest under § 49a. Four other corrections changed what an organisation would do. One correction the drafting pass was told about and did not make was applied by hand afterwards, against the source itself. The text said that from the moment of submission nothing at all can be added. Förderhandbuch 2025 version 6.0 in fact carries two lists: the documents that are mandatory at submission, where “das Nachreichen ... ist nach dem Zeitpunkt der Beantragung nicht möglich”, and a second list introduced by “folgende weitere erforderlichen Unterlagen können nach der Antragstellung nachgereicht werden”, which contains the co-financing commitment, the cooperation and pass-through agreement, third-country consent, staff assignment orders and the rent calculation. As written, the entry would have made an organisation hold a submittable application while it waited for a co-financer’s signature and lose its place under the Prioritätsprinzip, which is money. Both lists are now named. European added value was described as an exclusion criterion; it is scored material criterion 1, worth 23 points with a minimum of 15, and the Förderhandbuch expressly allows added value despite existing state provision where the project reaches the target group faster, better or in a more target-group-specific way — the draft would have made fundable projects give up. The minimum grant was stated as a hard per-year floor; the handbook says it does no harm if an individual project year falls below €100,000 provided the grant across the years reaches the line, and it pro-rates part years to the day. The direct-award threshold was given as €15,000 until end-2027; the Gesetz zur Beschleunigung der Vergabe öffentlicher Aufträge came into force on 1 July 2026, that derogation is außer Kraft gesetzt and the figure is now €50,000 net — we read all three passages in the handbook, which still carries the older numbers elsewhere. And the ESF Plus demarcation was too broad: school-adjacent work is not excluded as a class, because the same handbook makes supplementary tutoring and school psychology support AMIF-fundable as competence development. Smaller corrections were applied without comment in the text: the mechanism is called the Prioritätsprinzip, not the Windhundprinzip, which is the word the governing documents actually use; § 35 VwVfG has sentences, not paragraphs, so it is § 35 Satz 1; 75 per cent is a ceiling ("bis zu"), not a standard rate; emergency assistance under Art. 15(5) appears nowhere in the German directive and was removed from the list of rates; Art. 81 of the Common Provisions Regulation is confined to financial instruments although § 31(1) of the Förderrichtlinie cites it, and the map now says so rather than repeating the citation as EU law; the audit authority is called the Prüfbehörde AMIF on its own page and throughout the current directive; and the Belegdatum column takes the invoice date even though the allocation to a reporting period follows the payment date. Several things could not be verified and are left open rather than filled in. Who formally issued the November 2025 Förderrichtlinie is not stated in the document — its Impressum names BAMF as Herausgeber, while the superseded 2022 version was issued by the then Bundesministerium des Innern und für Heimat, so the map does not assert that BMI issued the current text. The GMBl citation and the 15 November 2025 entry-into-force date come from secondary reporting; the PDF itself carries no GMBl number, page or date, only "Stand 11/2025" and § 35's rule that it takes effect the day after publication. The exact Rechtsbehelfsbelehrung used on an AMIF Bescheid is reproduced nowhere; that the remedy is Widerspruch within a month and then Klage is an application of §§ 68 and 70 VwGO to BAMF's status as a Bundesoberbehörde, and that status is taken from BMI's and BAMF's organisational pages, not from § 5 AsylG, which no longer states it. Whether the 80-day payment rule in Art. 74(1)(b) CPR applies to a German AMIF Mittelanforderung, and from what date, is not stated in any published AMIF document — do not plan cash flow on it. Whether the change from ten years' retention to five applies retroactively to grants awarded under the 2022 directive is not addressed by any transitional provision we could find, so an organisation holding an older Bescheid should assume its own Bescheid governs. The Förderhandbuch contradicts itself on the federal cash-office retention rules, citing Nr. 4.7 VV-ZBR BHO with Nr. 6 of Annex 1 in one chapter and Nr. 5 with Nr. 8 in another; ask your Bewilligungszentrum which applies. No general Förderaufruf 2026 or 2027 is announced, no forward calendar is published, and no running balance of uncommitted allocation exists, so no applicant can tell whether a call will close early. Whether the five Bewilligungszentren apply the rules identically in practice is unconfirmed — the programme names uniform administrative practice as a task of the central units, which the map reports as the primary-source fact it is. And this map does not cover the rules attaching to Land or municipal co-financing, which are governed by the relevant Landeshaushaltsordnung and the co-financer's own directive; check those separately, including their retention period, which may be longer than AMIF's five years. Independently audited on 20 September 2026 by three adversarial reviewers working from primary sources, separately from the verification done at research stage — this pass attacked the published words, including the passages shortened by hand to fit the page. It returned 37 defects and no critical one. The corrections applied are recorded in the source list and the text; the substantive changes concern citation accuracy, the calls in force on the day of the audit, and scope wording that claimed more than the source supports.
